Fixing timecode breaks without changing file structure

Does anyone know of a tool that will fix broken timecodes in MPEG-2 program stream files without changing the structure of the file at all?

I've tried MPEG Streamclip and it claims to fix several "timecode" breaks in my VOB files, but it seems you then have to save the result to an "mpg" file which contains variable sized MPEG packets which are not DVD compliant - in other words it has effectively changed the file structure.

It would also be great if the tool could tell me the byte offset where the breaks were found (MPEG Streamclip doesn't seem to).

Incidentally, the VOB files were created by a DVD recorder which was recording continuously, so I'm surprised that there are any timecode breaks at all in them. Do these breaks happen quite a lot during continuous recordings?

I used it on the same occasion:
Crappy Pioneer-DVR with unpredictable GOP structure, sometimes too many P-frames, or too many (3) B-frames,
faulty timestamps something, but containing a picture when read from the DVR. Almost unable to parse somewhere else.
After VRD cleaning stream was ready to parse and all frames completely readable for import into DVD-Lab.
