How to convert NTSC to PAL?

I have just downloaded a fanedit of a Harry Potter movie (not illegal: I have the original DVD so I'm allowed to download the fanedits, according to the site), but the problem is that it's an NTSC DVD. I know I can convert the dvd to PAL by converting the DVD into ConvertXtoDVD but I don't want to do that, because the movie is not speeded up 4% (PAL DVDs are speeded up 4%). It sounds a bit stupid, but I really do want to have a converted speeded up pal DVD, because the music sounds better when it's speeded up 4% (I clearly hear a difference). How can I convert the NTSC DVD to PAL and automatically speed up 4%

Oh, for God's sake, I told you that download was not illegal, because I own the original DVD. Seeing as Adigitalman's Fanedits are not released on DVD, I had to download it! I own the original DVD, so please read the fanedit.org rules before making a fuss about downloaded material!
