VHS capture
It does not appear on all frames though, why second frame does not have it? What's the best way to fix that?
Tried checkmate, guavacomb, tcomb filters, only AAA seems to fix it.

If you are talking about the combing artefact like along the height of the top of the woman's arm, this is time base error not dot crawl. Look at the left and right sides of the video - the edges between the blanking are not vertically straight - this is also because of time base error.

You need a TBC to correct this, and it has to be done before capturing. High-end VHS VCRs have built-in TBCs but they are not always great at fixing minor errors like this.

The picture also looks very washed out, but I don't know if it's just because of the lighting in that scene.

Built-in TBC's are perfect for fixing minor errors like those seen in the sample frame and this is just what they're meant to do. External TBC will propably not help so much in this situation.

vie2233hil: Are you sure you're not mixing up interlaced video (= 'staircase edges' on progressive display) with dotcrawl?

(Views based on working professionally with home/pro video transfers with JVC, Sony and Panasonic line of VCRs(w TBC) and external Datavideo TBC-1000 & Av Tool's 1T-TBC)

Yeah, not dot crawl. Dot crawl is caused when the Luma and Chroma components interfere with one another. There's so little high-frequency Luma information in here to start with (it's blurry), so the chance of dot crawl actually appearing is minimised.

I don't think the TBC is the only answer here.
Yes, the tape needs to be TBCed before aquisition, but these artefacts look to me like deinterlacing issues. It might be that the video itself does not exhibit that artefact, which appears only at freeze-frame (it looks like a freeze frame and not freeze field).
Since a VHS capture cannot be 1280x960 (unless upscaled in drivers/software) I assume there was some processing done to the video.
