ABR is one pass Average BitRate - where you specify a bitrate and the encoder runs in VBR mode but tries to hit your specified average bitrate. It's usually pretty good quality.

I'm not sure what your pipe issue is, but you could try an alternate workflow:

1) use eac3to to donwmix your AC3 to a 2 channel WAV:

eac3to input.ac3 output.wav -down2

2) use LAME.exe to encode your 2 channel WAV to a 96kbps MP3 in ABR mode:

lame.exe -h --abr 96 input.wav output.mp3

That should do the trick :)

I'm quite sure that your AC3 is multichannel so you MUST downmix to stereo first because MP3 can't handle multichannels but 2 channels max only.

Read again and apply Blue Misfit's solution:
1) use eac3to to donwmix your AC3 to a 2 channel WAV:

eac3to input.ac3 output.wav -down2

2) use LAME.exe to encode your 2 channel WAV to a 96kbps MP3 in ABR mode:

lame.exe -h --abr 96 input.wav output.mp3

That should do the trick :)
