Is there anyway to "refocus" bad frames without tons of blurring?

It looks like those two fields are out of sync. Did you deinterlace the source before taking that shot? Perhaps you'll need to bob and then go from there or do some sort of more advanced field-shifting.

As far as samples go, we need the relevant piece of the original, not an XviD encode. You can cut a VOB with DGSplit, or just cut and demux the video stream with DGIndex.
