can i know the command line to change my framerate to 23 fps
due to my source being 29 fps i cant change it and i am yet an new bie to ripper
so tell me the script code for changing framerate to 23 fps

Do you mean your AviSynth script?
Ordinarily you don't just change it. You make the D2V first. If it was encoded as progressive 23.976 with pulldown, then you set the Field Operation to Forced Film and you get a 23.976fps D2V (and script) with no further effort. If it was encoded as interlaced 29.97fps already telecined, then you set the field operation to Honor Pulldown Flags and you apply an IVTC in the script to bring it back to 23.976fps. And there are other possibilities also.
You might upload somewhere a short 10 second section of the source - a section with steady movement - for us to have a look. If we can see what you're working with, we might be able to advise you better. And I would also suggest you read everything at AviSynth.org.
