What program can be used to encode a wav file into an lpcm wav file. I want to create a dvd with maximum audio quality with no regards to the audio size. The video is small, so the size of the audio is not an issue. I've read that a dvd can have lpcm wav files, however I can not seem to find a program that encodes them.
I would like to entertain other codecs, but so far the I have had fair results. I have tried ac3 at 384 encoded within avidemux and it seemed somewhat flat and less dynamic. I'm not saying that the avidemux encoding is not to be used, it's a great tool, it just did not work well with this audio.

Because LPCM is one of the two mandatory audio formats on both systems (PAL/NTSC).

LPCM WAV == standard, uncompressed WAV.
Just make sure its 16 bit, 48 KHz, stereo. I think that's as high as you can go with the DVD-Video spec. DVD-Audio allows higher sample rates and channel configurations, and up to 5.1ch 24 bit 96 KHz with MLP compression. IIRC ;)
Also, I'm not sure with AC3 encoder is used inside AviDemux. If it's ffmpeg's then I wouldn't be surprised that 384kbps didn't make you happy. Aften is a much better AC3 encoder.
Do keep in mind that AC3 requires 448kbps for full frequency response - assuming 5.1 channel content. 384 is usually pretty good, but I think it cuts off around 16-18 KHz. You can use up to 448 on a DVD, and 640 on other things.

I got really interested in LPCM support for various formats some months back and came up with the following chart (well, this is the relevant part of it anyway). I'm sorry I didn't document my sources to site them:

I know that the DVD-Video spec does allow for up to 2-channel 96kHz/24-bit LPCM audio, as I've created DVDs with these types of files and played them back. My DVD player transported them via S/PDIF just fine, and my receiver played them and noted the correct sampling rate etc, but IIRC, 96/24 is technically out of spec for S/PDIF (though somewhat widely supported) so YMMV.
I used the trial version of Audio DVD Creator, which (though it doesn't give 20-bit LPCM as an option) will allow you to insert up to stereo 96kHz/24-bit files. It's really easy to use and works great if you're just wanting to use DVDs as a transport mechanism for "HD" LPCM audio files.
