Having a DVB-S 25fps stream, audio disabled, split in parts of 600sec. should give 1500frames, I do get 14996.
For current BBC-HD streams it's even worse, splits at 60sec should give 150frames, I get 1486, 1492, 1495 for the first three pieces. I can't mux them together after encoding for the lost frames and increasing A/V de-sync

tsMuxer is not suitable for frame accurate H264 editing. If you have a VideoReDo license, you can join the H264 alpha program otherwise, you're stuck with TSPE.

It doesn't have to be frame, but GOP accurate.

OK, how's this:

I'm on linux, and VideoReDo is mpeg2 only.

Maybe you see now why it's important to include obvious information like what OS you are on in your original post? The VideoReDo alpha supports H264, if you have any way of running Windows apps from within Linux, that is your best option. Next best option would be TSPE (again, if there's a Linux version use that, if not, some sort of VM or Windows emulation.)
