Loss cause resolution

About resolutions not divisible by 16 or 8... Maybe my question is stupid....: Compared to 736x320 with 1000kbps, what is the loss in quality of a 740x322 with 1012kbps.
Can we measure that?
(In general cases for resolutions not divisible by 16 or 8, does give high loss at low-resolutions and negligible loss at high-resolutions?)

740x322 rounded up to mod16 is 752x336. This is the resolution x264 will encode it in. The added area is just garbage (but still image that needs to be encoded, hence an efficiency loss) that will be cut away on playback.

In other word's: If you encode a Non-Mod16 video you pay bits for pixels that you'll never get to see. Consequently the compression efficiency will suffer (slightly).

But you don't need to worry too much about that. The difference in quality between the original clip and the "cropped to Mod16" clip will be very small, probably too small to notice.

BTW: The additional pixels are not "just garbage", they are padded in a way that keeps the additional bit cost as small...
