Problem for encode mp4 in low bitrate

I use the profile DXVA-HD-ANIME_TOONS HQ to encode the file with a bitrate 300kb
the result(the quality) of the file is too bad, but with other file the quality is good,
Why this happend? what can i do to fix the problem?

I have to say i use many profiles and other resizer y the result always is bad.
