Black Screen Macroblocks

How to get rid off that nasty macroblocks that shows up when
there's black screen in the movie. At that time they're incredible
visible, other parts of movie are (almost) perfect.

Using the TemopralSmoother filter usually fixes that problem for me. If not, then the only thing that will decrease them is either a higher bitrate or higher post-processing settings.
