I think you are misinterpreting it. The driver is for all those cards, but CUDA is supported only as follows:

CUDA can't work on graphics hardware that wasn't designed for it. NVIDIA even scarified some performance/transistors to enable CUDA on their current graphics hardware.
If they wanted to enabled CUDA on "old" pre-CUDA hardware, they would have to emulate great parts in software, which would completely destroy the performance-boost CUDA can have for certain applications...
