MP4 is the container, it is the same for psp and others.
Content matters:
PSP has some restrictions:
- Resolution (up to 480x272 and fixed 720x480)
- AVC Level and Profile (Level 3.0, Main Profile, not High)
- count of ref and bframes (2 ref, 3 b)
- some other encoding options (no b-pyramid)
- Audio: LC-AAC Stereo (no HE, no 5.1)
So for example you can't play a MP4 with 1920x1080 AVC Level 4.1 onto a PSP

He just listed that it can only play Main, not High, so why do you need to even ask if it will play? That video is listed as High. Also, that shows the audio as having 2 channels, not 5.1.

- count of ref and bframes (2 ref, 3 b)
AFAIK PSP supports ref <= 3
- Audio: LC-AAC Stereo (no HE, no 5.1)
HE-AAC plays fine on my PSP1000.
