jfs:The tool's name is OverLua and it's function can best be described as Lua scripting to paint on video frames. It works as an Avisynth filter that calls a Lua script for every video frame requested.

Even though it's a bit old it works quite well when it comes to painting, overlaying/passing texts(subtitles) and reading/writing pixels over video in Avisynth. It seems as a nice concept to work with vectors and such in avisynth. Maybe it could be developed further. Cairo has support for images, but AFAIK no video.
