Do any effects-capable NLEs support this?

Most effects that change color can only work in RGB, but if you need things like cropping, rotating, etc. you can use avisynth scripts.

Premiere Pro "claims" to support it, but I have never seen actual proof that it can. I'd be interested in finding out more about it.
