Try the normal mode of the Philips. I do not principially own Philips, but this sounds more like a settings error than a copy prohibit one. Also check the troubleshooting part of the manual, you should have done this before asking ;).

How about reading page 35 and 36 of your manual. Right hand side column page 36 says something about a REC MODE. Hä?

It's however strange that it records +VR on DVD-RW (which normally should be -VR).

@xbill

Hi!

Using the same hardware setup, have you previously successfully captured/recorded any cable or satellite transmission in +VR mod, using the same recordable media?

BTW - I'd speculate that it's a protected transmission which you may not be legally entitled to copy...

I thought you checked the troubleshootings. It's on page 102 first half:

Recording Error
This program is not recordable in +VR
mode.
• You are trying to record the copy-once
program.
• You cannot record the copy-once
program.

Your Philips does not allow other modi than +VR. As alternatives use a copy protection removal device (I think Sima is the name) or any TBC. I assume you record it using SCART or S-Video. The copyright info is in the extralines, next to teletext and/or CC ones. Now use google, I'm from EU, I cannot help you further.

Never buy another Philips.
