A bit more information would be helpful. What do you want the content of the disc to be? You could make standard DVDs, or AVCHD on DVD which would work on blu ray players or do you could just encode them to MP4 or MKV.

Anyway you need:
1) A blu-ray reader. I have an LG GGC-H20L which always worked fine for me.
2) Software to remove copy protection. AnyDVD HD is my preferred tool for the job, but there are others.
3) Some software for reencoding. Assuming you want to convert them to AVCHD you should take a look at BD-Rebuilder (http://forum.doom9.org/showthread.php?t=145024) (<- guide included). Haven't used it myself, but seems to be a good tool for the job.

edit:
Forgot to mention a fast CPU and a big harddrive are also important. You'll need up to 60 GB for one disk and encoding to AVCHD takes a lot of CPU power. A multi-core processor is almost a must for sane encoding times. I have an athlon64 x2 and with my settings (pretty slow/high quality settings) I encode ~3.5 fps at 720p. I have no filesize goal, but most of my stuff would fit single layer. Since you want to encode dual layer 1080p is an option you might want to consider so your encodes will be even more demanding. I'd recommend a Core2Quad or PhenomX4. A Core i7 would be ideal speedwise.

Just adding my 2 cents on CPU speed, I have a Intel Core 2 Quad Q9550 (2.83ghz) and get ~12fps (8 or so hours per 1.5hr movie) @ 1080p....
A fast hard drive really helps too, I have a VelociRaptor 10k rpm 160gb drive that I use a temp drive, the speed is awesome!

@barford93

Hi!

A couple of alternatives to the excellent "BD Rebuilder" are "AVCHDCoder" and "RipBot"...

ClownBD will work too I think.

@Karkas

Unless something has changed recently, "ClownBD" is only a GUI (frontend) for "EAC3to"...

It is a GUI for Eac3to, TSmuxer, & ImgBurn. It's absurdly easy to use but very functional. Especially for someone who obviously knows little.

But it doesn't reencode the video which is kind of necessary when you want to fit a blu-ray movie on a dual layer DVD.

Good Point! /facepalm
