Whenever I click the options to burn a mutlisession data dvd or untick the "finalize" or DAO option it still burns it as finalized. I can never get a multisession disc.

What is the problem and how can I fix it?

i used Ahead Nero Micro Lite and Ashampoo burning studio.

You can't have multisession in a DAO and consumer burners. Because multisession means you perform multi-recordings so you can't finish the disc "at-once". You can have however multisession with DAO when you "clone CD" the first disc. ;). technically you performed a DAO but the disc is logically multisession.

I can burn multisessions Verbatim DVDRs with nero. Mine are made in Japan, yours? Joke, this has nothing to do with the DVDR manufacturer ;) However, nero should warn you that a multisession DVDR is not compatible with prior OSes as multisession is an extension to the DVD standard. You should ignore it ... otherwise it will finalize the DVDR. If you use the wizzard of nero the second tab will show you a list of 3 options that deals with multisession. I think default is none, at least on my system. You have to switch it to start a multisession disc (there is a pointer to be set in the first lead-in so nero should know from the beginning that it has to point to the right position) otherwise nero will finalize it for you automatically.

I don't know ashampoo, I only use nero and imgburn. I avoid thus incompatibilities between many burning programs, also the learning curve is squeezed to 0, I like simplicity.
