High quality mkv [Archive]

Can anybody tell me the best software to use for creating the highest quality possible mkv. I currently use xvid4psp and meGui. Please point me in the right direction.

If there is no best software then plz tell me best setting using best filter in meGui for Highest Quality and also who to upscale video in high quality.

Why does everyone just getting started with encoding want to know about upscaling? It's mostly useless.
