i have avi file (320X240)
and i need to encode it to lossles avi 720p and 1080p
i have huffyuv lossles codecs
please help me with workflow

Use the resize filter, set your compression, then save AVI.

It's going to look terrible.

and what about bitrate how much i need to select

The reason it's going to look terrible is because the source is only 320x240. There are no filters that can magically transform it to 1080p and make a better image. It's still going to look like 320x240, only bigger.

and what filter to use? Use whatever you think can improve the video. You haven't posted a sample, so there's no way to advise you.

That's 50% false ;)

The image can look better just because of a better scaler, to name one filter. It will not look like native 1080p I agree, but I did an experiment when I bought my BD player with some old VCDs I had, including an original one. The DVD player displayed it as a sort of "bigger VCD" with visible artifacts, while the BD player send it almost perfectly on the screen, just the resolution wasn't 1080p but sort of VGA like.

You can't perform magic, but you can improve LD videos. The things change dramatically when the video itself has problems (not due to format restriction), like youtube ones. These are almost hopeless, even for PAL/NTSC formats.
