DVSD encoding

I have a question:
I've got a 12 GB file and AVI FourCC Changer says, that it was dvsd used to encode that file.
I want to reencode it with DivX or XVid to reduce the size.
Which appropriate software should I use to do this?

What is the content of the file and where did you get it?

Is it a MiniDV camcorder file (DV codec = DVSD)?
Which standard? PAL or NTSC?
