I have a CD that has a scratch on it, and so the DVD player hiccups at that stop, but the CD is locked for copying

can i copy the contents somehow ?

USE isopuzzle rip it to an image and re burn it.

Clean it well and try using Exact Audio Copy to rip it with the settings explained here: http://blowfish.be/eac/

Toothpaste works well. Polish the scratches out.

You may want to use a CD-Writer (Burner) to read it instead of a DVD-ROM. You may get better results (from hardware). EAC can also be set to "burst mode" - sometimes it's the best method to extract data from REALLY damaged media.

When I've had similar issues with VCD's I've always just used imgburn to create an image of the disk and ignored all errors. You'll get a few glitches but it's better than nothing.
