What amazes me is that video is shot with a P&S at 640x480, then I made that video in Vegas and rendered it at 1280x720. The output video came out looking like a HD video.

Does Vegas have some special upsamplers ?

it's upscaled and it's not even close to look like HD. also the deinterlacing method used is ugly (blend).

I think the blending is the conversion from 30fps to 25fps.

"not even close" to HD is right, though AVIsynth can do useful upscaling if needed.
