can any one suggest me which fillter is use to remove dust in this picture which seen and can u give me script and fillter to remove and give good cliratity video ......plz suggest me fillter and script........

Post an unprocessed sample of your source, so that people trying to help you may better test filters against it. You can cut a sample as VOB (MPEG-PS) with Avidemux or as demuxed M2V with DGIndex.
