Restream (http://www.videohelp.com/tools/Restream) is a well known tool for correcting wrong AR info or wrong field order in mpeg2 streams by rewriting header info.
It also incorporates the ability to change the matrices.

My question is can anything be done to a mpeg2 video to 'improve' it by changing the matrices?

I tried doing just that once, just to see what would happen. The results weren't pretty. Take a short DVD video you might have on the hard drive - some extra or something - demux the M2V and change the matrix. It won't take long. Then you'll know the answer for sure.
