Slow 1st pass encoding in Win7

I am using Windows 7 x64 build 7127. Whenever I try to encode h264 to x264 (in mkv), using either MeGui or Staxrip, the speed in the first pass is slower by 40-45% than normal. I tryed different presets, bitrate, but the fps is still low. The weird thing is that the encoding in the 2nd pass is at it's normal speed, sometimes equal to the speed in the first pass. Any ideas? Don't tell me to change back to vista or somethings like that, Win7 runs smoother and boots faster than Vista.

Yeah sure.... I wonder how are you going to encode VC-1 blu-ray without ffdshow installed in w7 ???? :)

Note: For a multi-pass encode, this option is only needed for the first pass where frame types are decided.

0 - disable. Requires scenecut of -1 or else it is ignored.

1 - old algorithm, faster, speed slightly increases with higher b-frames setting.

2 - new algorithm, slower, speed significantly decreases with higher b-frames setting.
