mpc-hc subtitles moving inside movie

is it possible to change size of srt fonts by pressing some shorcut keys and move up down movies instantly where u see fit if so how?

also is it possible to choose anamorphic aspect ratio in mpc-hc

I don't think anyone has ever thought of that before.. But if it's any help SSA/ASS/ASS2 sub formats do support changing text positions (as witnessed in anime fansub releases) but you're going to have to edit them prior to watching and that takes time and effort.

As for AR's in MPC-HC it's simple enough. right click anywhere on the video and select Pan&Scan from the menu.. In the child menu there's an entry called "Edit.." select that and add your own preferred aspect ratios!

Of course you have to keep in mind that if there are black bars at the top and bottom this option does not take them into consideration. I suggest using the Video Frame->Touch Window From Inside/Outside instead, with 'Keep aspect ratio' checked.
