DVD-RB desinstall and decrease number of PC allowed

I remember to have read the answer somewhere but I can't find it anymore.

I am selling a PC and I want to desinstall DVD-RB but I want to decrease "my number of DVD-RB installation allowed". Because I have already four install and I want to buy a new PC to replace the old I am selling.

What is the way to do it?

It happens automatically on a regular basis. For example, last weekend all counts were reset to zero.
