How to fix this video ?

The source of this video is from a satellite, in my sat decoder (Maxplus HTS2700s) I can set the transmission from NTSC to PAL, I did this because my Sharp DV-HR300 only accepts PAL signal for recording.

This video is originaly NTSC, but I dont know the original FPS. How do I go about fixing this video ( IVTC ? ) ? also post a script you used to fix it, please help me thank you.
