I have a recorded .ts file that is 59.940 fps. Is there a way of inverse telecining it to 23.976 fps during playback. None of the Mpeg2 decoders I have tried ivtc it to 24 fps. I have tried media player classic home cinema decoder, cyberlinks mpeg2 decoder and nvidias mpeg2 decoder.

You can use ffdshow's avisynth function and put in something like:
AssumeTFF().SelectEven().TDecimate()
You need avisynth and the external filter dll in the avisynth plugins directory.
