Encoders vs Transcoder what the differences?

Hi all,
can i know how work the transcoders like Rejig-CloneDvd-Nero Recode and the Encoders like CCE?
I would understand the differences from this two tools.

I have read in others forum that the transcoder compress the imput Dvd-Video and for this the quality lose is more of the encoders that work with a total recompilation of the DVD-Video Structure, without compression and without lose the quality....

Is correct? Anybody want to explain me? Thanks

A transcoder re-uses the original encoding decisions and merely requantizes DCT coefficients at a lower precision to save bits.

This is practically always worse than a full re-encode except for maybe a very small bitrate reduction, but it's a lot faster.

The terms are frequently used interchangeably. This is incorrect of course, but it's still used a lot :)

D_S is quite right in stating that a compressed domain transcode is usually lower quality than doing a proper re-encode.
