I use DVD ReMake Pro to blank out stuffs, I tried it out on some chapters then did a test burn. It can't go to the previous chapter when I hit the "Previous Chapter" button.

Chapter 4 can go to chapter 7 but chapter 7 can't go to chapter 4.
If it doesn't mess with the navigation, I wanna completely fix it, as in wipe out chapter 5 and 6, and have the old chapter 7 turn into chapter 5, so the chapter # doesn't skip any #.
I've also tried blanking it with PGCEdit and didn't use DVD Remake Pro, messed with "Remove Cells" and "Edit Chapter (PTT) table" for a little bit but wanted to make sure that everything does right.

DMDRMP has a habit of putting in cell commands when it blanks - eg in chapter 4, 5 and 6, it puts in Link CN 7. Just delete the cell commands. Or, if you want to get rid of the chapters as you say, press Del on chapters 5 and 6. DVDRMP is very smart and renumbers the chapter menu for you too.

It can't possibility be that simple. I was always afraid of deleting anything on DVD-RMP cuz it would always turn red, wouldn't the navigation be screw, all of those commands would be tangled.
For DVD RMP, after I deleted some chapters then exported it, it say there is something wrong please examine the log

There is no Title in VTS 1!
This is illegal, and can cause problems when burning the DVD.
PgcEdit will create Title 1, assigned to the entry PGC of TTN 1 of VTS 1.
Please save the DVD!

What would I need to fix?
EDIT: I see so many orange and pink <ILLEGAL VALUE 0> highlight, should I just delete those commands?

If it's unfixable/too much to detangle, I'll just build all of the commands from scratch, good thing there is a whole less to do, I've taken out most of the extras, also give me a chance to make it all neat, take out all of those dead PGCs and commands. This is a last case scenario tho.

What are some ways to manually set the "Menu" (aka root menu) AND "Top Menu" (aka title menu) buttons?

In PgcEdit: right click on the PGC, and select "Set Menu Type".
In DRMP: I really don't know. ;)

In DRP right click on menu PGC -> set menu category -> select it from list.

Yes, "Set Menu Type" I use this very often but this is not what I was thinking of, I was thinking more of like "Enable Remote Navigation Buttons" for Root Menu and Title Menu instead of the "Return, Go Up" button. I see the Root Menu and Title Menu option but that is in DVDShrink plugin, "enhance and fix authoring" with the warning on top "this function should be applied only on an unmodified dvdshrink re-authored compilation" I don't use DVD Shrink at all, 1) so is this safe to use??? 2)what about all those other option in the dvdshrink plugin, are those safe to use?
It's ironic that you mention Set Menu Type, I was about to make a suggestion, add a special feature (1, 2, 3...etc) options, I use this command on every DVD and a lot of the time I have to use SubPic or Angle Menu for what really is special feature menu.
3)How do you fix out of sync video/audio? I just found out that at the end of one of my movie the video is about 1.5 secs before the audio, it's only bad at the last couple of chapters.

I did the DVDShrink plugin to allow the user to navigate from a title to the next or previous one with various methods, as the compilations made with Shrink have no way to jump from title to title. You can try to apply "Redo authoring" to compilations made by other programs, as it tries to replace completely the whole authoring commands by completely new commands. It should work in most cases, but take care: the original menus are discarded, so if your DVD has some menu cells, they will be lost. In practice, this function can safely be applied on DVD containing several VTS with one and only one title per VTS, and no menus or only dummy menu PGCs. For example, you can create a compilation of shorts with PgcEdit (using New DVD and Import VTST Titles), and then apply that function to automatically link the titles together.
You can also safely use "Make DVD Completely Region Free", which is equivalent to using DVD -> Region Code -> Region Free. The other functions are more specific, and should be applied to DVDShrink compilations only.
About your suggestion: I agree that one or several "Special Feature" menu entries could be useful, but unfortunately, the "menu types" (or "menu categories" in the DRM terminology) are fixed by the DVD-Video standard. PgcEdit can't create new menu types, as they will not be recognized by the players.
A/V sync problems can be extremely difficult to fix. Start by trying to demux all streams with PgcDemux and remux them with Muxman. Don't forget to export and import the Celltimes.txt file, to recreate the chapter points. If that's sufficient, you can reimport the new title in the original DVD with PgcEdit's Replace VTST Titles. Otherwise, search the forum, and if you don't find the right method, start a new thread on that subject.

I was hoping I could fix it with just using PGCEdit, I already know what chapter started going out of sync, what about that "CellTimes.txt" in "PGC Editor" could that fix it?

A/V sync are problems caused by a bad mux, or wrong time codes in the VOB file. PgcEdit cannot fix that. The only way to regenerate the sync is to remux the streams. But unfortunately, that's not always sufficient. You might also have to stretch the audio, or insert or cut a part of the audio stream before remuxing it. If the shift is constant during the whole film, you can use DelayCut to fix it, but you will have to remux anyway.
Celltimes.txt is the file needed by the encoder and the muxer to define the chapter points. You can create it with PgcDemux too, but it is not related at all to the audio sync.
[EDIT] There is ONE case where PgcEdit can perhaps fix sync problems. If the original DVD has been protected by ARccOS or RipGuard and there are still protected cells at the beginning of the PGC or around the layer break point, that could explain the sync problem. If it's the case, you can try to delete those useless tiny black cells with PgcEdit, and process the VOB file with FixVTS or VobBlanker. However, take care. Removing the protected cells is not always easy! Do a backup first, and verify carefully if the main film is still playable!
