Interlacing problems

I have a HD D5 source 1080/59i. When I view each frame there are 2 frames which look like progressive frames and 2 frames which look like they are missing a field. They alternate throughout the video the same exact pattern. It does not look like 3:2. I believe it was shot all 1080i. Is there a good way to turn this into 1080p or at least correct this? When I encode it for blu-ray it sucks when you pause it on these frames.

Any help would be great.
