Need deinterlace advice -- CCE & MPEG-1

I need some deinterlace advice on conversion to MPEG-1. My source video files are uncompressed D-1 at 720x486 and I use Premiere 5.1c as my editor. I like to use the Cinemacraft encoder because of it's speed and convenience as a Premiere plugin. Unfortunately, the deinterlace provided by Premiere is not working. The only thing that is somewhat acceptable within Premiere is the clip based "flicker removal" filter, but the results are too soft.
I have tried frameserving to TMPGenc with AVIsynth. TMPGenc has a wonderful selection of deinterlace options, but the program is too slow for encoding and the AVIsynth often crashes.
Any suggestions on a versatile deinterlace solution for MPEG-1 that will integrate into Premiere and CCE plugin?

I believe MPEG1 (VCD?) is never interlaced. The new version of CCE has a VCD option for output if the source file is of 352x240 or 720x480 (I'm sure other resolutions, but those are the only two that I tried that let me pick the VCD option). So if you want you can save your AVI, bring it into CCE 2.64 and encode into VCD MPEG1. I never tried the CCE Premiere plug-in so I'm sorry I can not give you advice on that.
