I' m unsure how to deinterlace this as I have tried many different filters and searched on here but with no real luck so far with my source.

You can either:

a) Use DGDecodeNV and the Nvidia PureVideo deinterlacer if your graphics card supports it, or
b) Use regular DGDecode with an AviSynth deinterlacer. There are lots of approaches to choose from, here (http://forum.doom9.org/showthread.php?t=145626)'s one.
