How can you tell which sub track is the forced only? I show two tracks one wide and one letterbox.

The Star Wars DVDs I've seen have a lot more subtitle tracks than just 2. But if those are my only 2 choices, the content of both will be identical and you can choose either one. Of course, you could always have a look at them to confirm (or disprove) what I just said.

I have gotten all the movies to rip with proper subtitles with the exception of Phantom Menace. After reading around the net, it seems it's a big issue.

Has anyone gotten Phantom Menace to rip with burned in subs?

Hi!

There was no need to "read around the net" - You should have just used the "Search" function here at the Doom9 Foprums and selected "Show posts" and entered (including the quotation marks) "Phantom Menace" and "subtitles". This would have led you to a thread I started more than 3 years ago, which included this post by yours truly:
