A filter to copy duplicate frames?

A while back I remember reading about a filter or script that was intended to be used with anime. In anime you often have static scenes, a single frame that doesn't move. The idea behind the filter was to find this type of frame and copy the first frame to all the other frames in the scene to improve compression. This filter also had a threshold setting so that small movements could be detected. I remember experimenting with it and finally giving up because there were too many scenes were the movement was very slight but it did exist and the threshold could never be set to the right amount. Now I'm working with slide show video and this filter is perfect for it, but I can't remember its name. I've been searching for days to find it. Does anyone remember this filter?

Other options (not saying it's better, but maybe worth a try):

Or instead of copy the duplicates, you could simply remove them to create a VFR clip that looks just the same (unless you use a very high threshold) with Dedup.
