Convert/pack FLV to SWF?

Can anyone suggest a tool to losslessly convert FLVs to self-playing SWFs, ideally with some configurability for buffering and playback control?

I found something called MP3FLV. It's a step in the right direction, but not quite there: the demo version is limited to very short clips, and I don't think it does streaming playback.
