Rule #12 - There is no best
Rule #1 - Read before asking
Rule #1a - Use search

The settings you must use are defined by your playback set up and the others are defined by your preference on speed versus quality.
I use the following on live-action: --crf 22 --bframes 4 --b-adapt 2 --b-pyramid --ref 6 --deblock -1,-1 --partitions all --direct auto --weightb --me umh --subme 9 --psy-rd 1:0.125 --mixed-refs --8x8dct --trellis 2

For other options, use search. The megui presets thread would be a good place to find plenty of pre-made ones that cover everything in terms of content, playback requirements, quality and speed.

For 576i sports I use the DXVA-HD-HQ preset of MeGui with interlaced on and psy-trellis 1.0, at 2000 to 2500 kbps.
