I've done this before in the past, but that was through hours of searching and I'm here posting again because I forgot and can't find out how to do this with a particular audio.
I have an MKV that has VFR with AVS video and OGG audio. I want to create an AVI that has CBR, AVS (somewhat compatible with avi I believe), and mp3 audio (if that's the best choice possible)
I know there is more than one way to do this, I've done this a long time ago using avi synth with some 119.88 fps method i believe and the other way is using mk2vfr. I like to use mk2vfr because the process is faster from what I tried before. Anyway, I used mk2vfr method, but I didn't get the 23.976, the new fps was 25.196 according to mediainfo. I didn't realize this until I gave up. So without knowing this I was muxing an mp3 audio I created with virtualdubmod and the audio is always ahead of the video.
I also have a subtitles I changed from .ass to .srt using subresync. I used avisynth to hard sub it, without rencoding the video.
