I am encoding a DVD to H264 using StaxRip and x264 1085. Here is the Video info from mediainfo

I am having a couple of problems. First of all I am trying to resize the video to 608x480 but I can only do that while pressing the CTRL key and the error values mentioned are very high. If I move the slider without pressing CTRL the error values are low but the aspect ratio is messed up (608x448). What should I do to keep the error low and aspect ratio same? Also which resize filter should I use? (neutral, sharp etc)

Secondly the source says it is interlaced and I wanted to know if I should deinterlace it somehow. I can't see lines on it usually but some times while skipping within the file I can.

Thirdly what bitrate/file size would you guys suggest for almost transparent quality while keeping the file size small for exchange over the internet. I went for 350MB (HQ-Slow) and I am not sure if it should be more or any settings that I should change.

Sounds like you have the destination aspect set to 4/3... you will need to change it to 16/9 or 2.35 (the original aspect of the movie), i dont use staxrip so i cant guide on how to set that.
You use the resize filter that looks best to you for your particular content, filters will give differnent results on different videos...

If you playback on a TV there is really no need to deinterlace, the TV should detect the interlacing correctly and disply it just fine, how ever if you want to deinterlace go for it.

File size depends on the length, aspect, complexity, final resolution, etc.... 50 minutes is probably pushing it for 350mb, if you want transperant quality your not going to get small files..... and if it's copyrighted material you shouldn't be sharing it over the internet, atleast not talking about it here.

As a guide i go for a target of 1300-1700mb for DVD movies.
