it may be possible by just running two processes simultaneously ,
but i'm looking for a decrypter (+transcoder?) of mpeg2, while its playing, like the option to rip tunes while they play.

So far no one's come up with a method, or at least replied about it here. It's been asked several times.

Audio cds are so much simpler than movies (playback is sequential, very little data is on the disk, coding wise its very simple to make an audio player, encode to mp3 takes very little cpu resources, ...) DVDs are not played back sequentially, much more data is on the disk, even transcoding takes up more cpu than creating mp3's, encoding even more. Remember that seeking sucks on both, how you are able to play music simultaneously is because the ripper plays the ripped audio, not the audio from the disk.
Large buffering can be used (read a couple seconds of video for playback, then a couple seconds of video for the transcode) to mitigate the effects of seek times a bit but that will hurt the speed of the transcode when its probably better just to wait until its done to watch the movie.
