But aren't there post processing algorithms that some have and some dont? And wouldnt they affect picture quality?Postprocessing is inherently not part of the decoder.

Maybe you are referring to the Inloop Deblocking filter?

In H.264 the Deblocking filter is not a post-processing filter, but an integral part of the encoding and decoding process.

So any decoder must implement it. And they all must implement it the same way, as defined by the H.264 specs...
