Correct me if I'm wrong, but having had a browse around the forums, it seems that makng a perfect copy of a blu-ray disc with menus extras etc is not easy. Plus the fact that a bd-r is still about £4.
I am successfully burning AVCHD discs from dowloaded mkvs and watching them on my PS3 in what I'd consider to be good quality.

Is it still a problem then to get a proper Blu-Ray menu etc on a 25GB bd-r?

Sorry, we can't help you. If you read the rules (#6 (http://forum.doom9.org/forum-rules.htm) in particular) it's against rule 6 to discuss pirated movies.
