Hi my friend has some audio files of his band's songs and he has asked me if I could convert them for him to lossless mp3 format.

He says he would like them to be in the 700kbps range and he isn't worried about the huge file size.

I am not sure what format his songs are in that the moment but I was wondering what program do I need that will alllow me to do this conversion.

mp3 can't be lossless and the maximum bitrate is 320 kbps IIRC. If you use a lossless codec you can't choose a bitrate, because it needs to use as many bits as are necesarry for a lossless encode.
Without knowing what the source files are and what exactly you want to end up with it's hard to give recommendations for a program.
