hi all,
I've wav file I want to change FPS from(25.057 ==> 23.976) i know it's odd FPS but that what I need
I was to used Besweet but it doesn't support all FPS as you know so I just wonder if there is any other solution

You need any program that can resample. I suggest you to use sound forge.
1) SET (change WITHOUT resample) sample rate to SOURCE_SR*24000/1001/25.057 (23.976 is actually 24000/1001).
2) Resample to SOURCE_SR or any other you like.
Of course this is affect pitch, but this is most common practice.

You can use the beHappy timestretch function. It lets you set from and to audio fps.
