Changing FPS for DVDR movie is this possible

Hi friends

my problem somehow complicated so I'll try to be clear as possible

I've DVDR movie NTSC(29.970 FPS) and have an audio file for the same movie but with another properties (it belongs to DVDRip movie 25 FPS) all I want is add this audio to my movie
to do that, I just need to Change FPS but how ????

and I want to know one thing else

I tried to synch the origial subtitle to that audio file by changing FPS for subtitle until it working

now my question is : is this FPS works for the movie too
I mean if I could change FPS for movie or audio, is the same change will be applied that I did for Subtitle??

any help, hint, or clue would be appreciated
