cce maximums?

Having problems with scenarist, while building the vobs. It starts making them, then quits. All I'm doing in cce is following the guide exactly, but on second pass I set the average birate to 4000. I don't go into the gops and mess with them individually. Are there maximums not to exceed for dvd authoring? I have been getting errors like the following:

Are you encoding at 23.976 fps and then applying pulldown ?

I had the same error, on checking my .m2v file with bitrate viewer it reported the peak rate as high as 12000k/s ! , since pulldown "virtually" adds one frame for every 4, this would explain the higher rates. ie 9800 * 5/4 = 12250. A re-encode with the max rate set to 7500 in CCE with the same source fixed the problem.
