I am interested in finding a codec of good quality that is usable for Voice-over-IP (VoIP). I believe the type of codec I seek is called a speech codec (which seems to be a type of audio codec).
I intend to use the codec with Microsoft NetMeeting 3.01 to talk to others.
What is an efficient and good quality codec s for VoIP use?

QCELP could be what you're after, but Speex is making inroads as well.

I am investigating QCELP and Speek.
So far it seems that the codecs must be compiled to be usable (which I have not done in many years and do not very well remember how to do).

There should be builds of the speex available. I know that I have used them myself before. Just look a round a little. Rarewares might have one.

It seems that Speex does have an installer available, but only for older releases.
I installed Speex, but it is not listed by Microsoft NetMeeting.
