How can i capture from payTV setop boxes?

Buy a standalone DVD recorder, or buy a capture card/USB capture device for a PC/laptop and run the signal to it.

I have a Hauppage PVR-150 in my MythTV box that is used to play and record Austar (Australian Satellite TV Service).

Works well, but being a Hardware Encoder it introduces a lag of around 4 seconds, press a button on the remote and you dont see the on screen change for 3-4 seconds.

Combine a Analogue Capture card and software like DScaler and your in business.
